PROBLEM TO BE SOLVED: To provide a system for managing a license which specifies a digital content that only a rightful claimant can use, and which can assign the right to the others. SOLUTION: This system for managing a license is provided with a content identifier giving means for giving and recording a content identifier, a rightful claimant identifier giving means for giving a first rightful claimant identifier which specifies the rightful claimant and a second rightful claimant identifier which specifies an assignee of the right, a key generating means for generating a first key for the rightful claimant for enciphering and a second key for the assignee, a recording means for associating and recording the first key, the content identifier and the first rightful claimant identifier, or the second key, the content identifier and the second rightful claimant identifier, and enciphering means for enciphering by the first key or the second key, an updating means for updating the first rightful claimant identifier and the first key to the second rightful claimant identifier and the second key.
