Summary:PROBLEM TO BE SOLVED: To promote the recycling of organic discharge. SOLUTION: When a treatment order receiving part 110 of an information management system 10 accepts the treatment request of organic discharge from a discharge group (waste plastic discharge group) which discharges organic discharge, a treatment cost calculation part 120 calculates the treatment costs, and a credit calculation management part 130 calculates and accumulates credits according to the quantity of the organic discharge and the collection quantity of recycling chemical products at recycling the organic discharge into chemical products. The recycling is executed by generating combustible gas by carrying out the heat decomposition of the organic discharge, and generating the chemical products from the gas. When a medicine order receiving part 140 accepts the purchase order of chemical medicines which are sold by a chemical medicine company from the discharge group, the credit calculation management part 130 subtracts the credits equivalent to the price from the value of the discharge group. The discharge group is able to obtain credits. Thus, it is possible to promote the recycling of organic discharge, and to improve the recycling rate. COPYRIGHT: (C)2003,JPO
