PROBLEM TO BE SOLVED: To provide a double-sided corrugated board sheet in which an initial adhesive strength of a corrugated board adhesive can be exhibited in a shorter time and laminating speed for a corrugated board can be improved and a single facer by which the double-sided corrugated board sheet can be manufactured and in addition, to provide the double-sided corrugated board sheet with improved sheet strength and especially, improved bending rigidity when the corrugated board sheet is manufactured by using raw materials such as a liner base paper, a core base paper and an adhesive being the same as the conventional raw materials. SOLUTION: In the single facer provided with two corrugation forming rolls 1 and 2 for intermeshing with each other and corrugating a core and a press roll 3 for sticking the corrugated core and a liner, the single facer is provided with approximately flat parts on the top parts of steps of the corrugation forming roll 1 on the side where the top parts of the steps are not pressed by the press roll 3.
