PROBLEM TO BE SOLVED: To provide a method of manufacturing a sheet-like display device which can surely form cavities packed with a translucent liquid always among individual rotating particles in spite of forming the state that the rotating particles exist at high density one another merely by adding a simple alternation to the constitution of the rotating particles in manufacturing the sheet-like display device. SOLUTION: A sheet is manufactured by dispersing the sheet-like rotating particles 13A, etc., having regions varying in optical characteristics on their surfaces and covered with the surfaces with coating layers 12 into an optical transparent layer and a sheet base material 11 is manufactured by immersing the sheet into the translucent liquid and swelling the coating layers 12 to form the cavities 12A packed with the translucent liquid between the circumferences of the rotating particles 13A, etc., and the coating layers 12.
