PROBLEM TO BE SOLVED: To provide a vehicle anti-theft device capable of receiving a monitoring service even in a combination of a various master station and a vehicle side device in an unspecified number of places. SOLUTION: The vehicle anti-theft device comprises an on-vehicle side device 1 and the master station 6 that monitors a keeping state of communication with a vehicle by performing the communication with the on-vehicle side device in accordance with a predetermined communication procedure, and determines the abnormal state of the vehicle, controls anti-crime facility, and performs a monitoring service operation when at least the communication is not kept. A master station program performed in the master station includes a code for defining the communication procedure on the master station side and allowing the communication in cooperation with a code for controlling the anti-crime facility and the on-vehicle side device. An on-vehicle program executed in the on-vehicle side device includes a code for defining the communication procedure on the vehicle side and allowing the communication in cooperation with the master station.
