SOLUTION: This position information providing device is provided with a position information database 21 which defines correspondences between a position code assigned to a place allowing a user 8 to walk and position information relating to the place; a position code collecting unit 22 for collecting a user position code from a mobile terminal 4 carried by the user 8; a position information production unit 23 for extracting user position information corresponding to the user position code by referring to the position code collecting unit 22; and a position information distribution unit 24 for sending the user position information to the mobile terminal 4. The information code is a N-th column (N=2, 3, 4, etc). If an upper M-th column (M=1, 2, 3, N-1) of the first position code allocated to a first place is the same as the upper M-th column of a second position code allocated to a second place, the upper M-th column shows a management body which manages both the first place and the second place.
