PROBLEM TO BE SOLVED: To provide a controller and a control method for stably operating a synchronous generator from motor region to a generation region. SOLUTION: This operation controller for the synchronous generator is equipped with an absolute phase detection means which detects the induced voltage of the synchronous generator rotating with a prime mover, a relative phase detection means which detects the variation in the phase of the generated induced voltage, based on the quantity of rotation of the generator, a means which detects the magnitude of the quantity of rotation of the generator, and a control means which decides whether it starts as a synchronous generator or starts as a synchronous motor from the magnitude of the quantity of rotation.
