Summary:PROBLEM TO BE SOLVED: To make liquid concentration easily measurable, and to operate efficiently a liquid processing system by utilizing automatically a measured value in the liquid processing system. SOLUTION: This device has a measuring reference signal oscillator 117 for oscillating a measuring reference signal which is an alternating-current signal having a frequency in an audible sound zone, a sensor part 112 comprising a primary electrode 113 for transmitting the measuring reference signal and a secondary electrode 114 for receiving the signal through a treating water 111, a synchronous detection circuit 120 for synchronously detecting the signal received by the secondary electrode 114 based on the measuring reference signal to thereby detect the received signal, and an operation control part 121 for setting the measuring reference signal, performing comparison operation between the measuring reference signal and the received signal detected by the synchronous detection circuit 120 to drive an impedance, measuring the concentration of the treating water 111 by the impedance, and controlling the voltage value applied to the treating water 111 in the liquid processing system based on the concentration of the measured treating water 111.
