Summary:PROBLEM TO BE SOLVED: To provide a liquid treatment method which can properly adjust the driving conditions of a high-voltage pulse according to the content of inclusion contained in a substance and can properly and maneuverably carry out the electrification, agglomeration, or the like, of the inclusion according to the content of the inclusion; and a liquid treatment apparatus used therefor. SOLUTION: In the liquid treatment method, at least the pulse period and pulse width of a high-voltage pulse are varied according to the content of inclusion in a substance; and electrodes (4A, 7A, 9A, 4B,...) each prepared by forming at least an intermediate layer and a coating layer on the surface of a titanium substrate are used.
