Summary:PROBLEM TO BE SOLVED: To provide a printhead which does not need to use a dielectric layer in order to hinder plasma generation at predetermined locations along a finger electrode, and also to provide a method for forming the printhead. SOLUTION: The image forming system for the printhead is provided with a first electrode layer, a second electrode layer which is electrically insulated from the first electrode layer by a dielectric material, and one or more suppressing electrodes connected with the dielectric material hindering the plasma generation at the predetermined locations. The first electrode layer is formed, next formed is the second electrode layer to which a dielectric material layer is bonded, the one or more suppressing electrodes connected with the dielectric material layer is inserted, and an additional dielectric material to cover the one or more suppressing electrodes is also bonded. The second electrode layer is also electrically insulated from the first electrode layer and the one or more suppressing electrodes by the dielectric material.
