Summary:PROBLEM TO BE SOLVED: To provide a heater unit optimum for resin film seal of a packaging device by realizing even temperature distribution in longitudinal direction of the welding surface to the utmost so as to enable use of an inexpensive film with retaining high sealability. SOLUTION: For the heater unit H, groove 1A is formed on the surface of base part 1 made of highly heat conductive metal. Heating element 2 that consists of a band plate type member forming wavy regular curves widthwise along the longitudinal direction is arranged in the groove 1A. The plate height is shorter than the depth of the groove. The space 1S around the heating element 2 in the groove 1A is filled with filler 8 without leaving any gap.
