Summary:PROBLEM TO BE SOLVED: To provide a maintenance-free developing device wherein both the life of developer and a developing system are improved, thereby stably maintaining an image over a long period of time, and to provide a method for producing a developer carrier used in the developing device. SOLUTION: In the production of the developer carrier 32 that holds and carries developer T containing toner and carrier in a developer container 34 in order to develop an electrostatic latent image formed on the image carrier 2 and that is capable of developing the image by the use of carrier replaced automatically, the surface of the developer carrier 32 is made rough by using regular spherical particles.
