Summary:PROBLEM TO BE SOLVED: To provide a forging device and a forging method capable of forming a hollow bag form having an enlarged inside in relation to an opening easily with a few man-hours. SOLUTION: This forging device has a splittable forging die in which a cavity having an evaginating part 6 is formed inside from the opening, and a punch 1 is arranged in the opening so as to be freely insertable and extractable. After the plastic deformation of a material arranged in the cavity is performed by the punch 1, a medium is jetted from a medium jetting port 7 which communicates with a medium passage 5 formed inside the punch 1 to press the material on the surface of the cavity.
