PROBLEM TO BE SOLVED: To provide a cyanate ester resin composition whose cured product, while having high flame retardancy without containing halogens, possesses high elastic modulus and sufficient heat resistance and moldability, and to provide a fiber-reinforced composite material. SOLUTION: The composition comprises a cyanate ester compound represented by a specific structural formula, a phosphate compound having one phosphorus atom in the molecule, and/or a phosphate compound having two phosphorus atoms in the molecule. A fiber-reinforced composite material is also provided which consists of the cured product obtained from such a cyanate ester resin composition and reinforcing fibers.
