PROBLEM TO BE SOLVED: To provide a washing device capable of efficiently washing a material- to-be-treated. SOLUTION: This washing device is provided with washing tanks 111, 114, which can store a washing liquid 2 prepared by adding a floating-type surfactant to water, rinsing tanks 112, 115, which can store rinsing water 3 therein, drain tanks 113, 116 for dewatering the material-to-be-treated, box-like net washing containers 101, which are put in the tanks 111-113 and can accommodate a large material-to-be-treated like a case of a transformer to which PCB oil 1 adheres, cylindrical net wash drums 102, which are put in the tanks 114-116 and can accommodate fine materials-to-be-treated like crushed coils of the transformer to which PCB oil 1 adheres, drive units 130, which are installed in the washing tank 114 and the rinsing tank 115 to rotate the wash drums 102, injection pipes 141, etc., for generating flow in the surface-side washing liquid 2 in the washing tanks 111, 114, and discharge pipes 143, etc., for taking in the surface-side washing liquid 2 in the washing tanks 111, 114.
