PROBLEM TO BE SOLVED: To charge an on-vehicle battery 5a with a power obtained by catching and transforming an air flow generated relatively to a running vehicle. SOLUTION: An air incoming duct 2 is formed in a running direction of a vehicle 1, the air inlet 2' of the duct 2 is opened in the direction of a vehicle width W, a rotary shaft 3' is provided in the direction of the vehicle width W, a fan 3, having a plurality of blades 3" which are long in the direction of the vehicle width W, is provided so as to be turned by an air taken into the duct 2, and a generator 4 is connected with the rotary shaft 3'.
