Summary:PROBLEM TO BE SOLVED: To provide a toner carrier and an image forming device using the toner carrier capable of stably yielding a high-quality image over a long term without causing image irregularity even in the case of high-speed and consecutive printing by preventing the deterioration of toner. SOLUTION: This toner carrier supplies the toner to the surface of an image forming body while coming into contact with or close to the image forming body in a state where it carries the toner on its surface and forms the thin film of the toner, whereby a visible image is formed. The universal hardness of the image carrier within 5 μm from the surface on a measuring condition that fixed load applying speed is 100/60 [mN/mm /sec] in the case of measuring the universal hardness of the surface of the toner carrier, is <=3 N/mm . The toner carrier and the image forming device to which the toner carrier is attached are provided.
