Summary:PROBLEM TO BE SOLVED: To provide a skin lotion or a cosmetic, using reduced water capable of solving skin troubles caused by UV rays, and also to provide a cosmetic using the same. SOLUTION: The reduced water is obtained through the electrolysis of a pure water by using a three-chamber type electrolytic cell A. The reduced water has approximately a pH of 10.5-12.5 and approximately an ORP of -7000 to -900 mV (vs. Ag/AgCl) when generated, and is used as a raw material water for the skin lotion or the cosmetic.
