Summary:PROBLEM TO BE SOLVED: To provide a compressing/expanding device capable of effectively compressing/expanding a fluid with outer force. SOLUTION: The compressing/expanding device for compressing/expanding a fluid has a turbine rotated with outer force. The turbine has at least one cylindrical cylinder nearly perpendicular to the rotation axis of the turbine, and a nearly rod-shaped piston is slidably mounted in the cylinder. The piston slides in the direction of gravity following the rotation of the turbine to compress or expand the fluid in the cylinder at one end of the cylinder. The compressing/expanding device has an outlet for discharging the compressed or expanded fluid and a flow-out channel for letting the discharged fluid flow out of the device.
