SOLUTION: There are provided a dryer 1 heating and drying the sludge A, a fluidized-bed thermal decomposing furnace 2 thermally decomposing sludge B dried with the dryer 1 on a fluidized bed D, and producing a thermal decomposed gas E, a combustion furnace 4 burning the thermal decomposed gas E, a boiler 5 producing a steam J1 with the combustion energy of the thermal cracking gas E in the combustion furnace 4, and a steam turbine generator 6 generating with the steam J1 produced by the boiler 5.
