Summary:PROBLEM TO BE SOLVED: To speedily and easily position pull-up pawls 3 to protruded parts W1 formed on an inner circumference of a cover bearing frame for a manhole cover. SOLUTION: The device is provided with the pull-up pawls 3 to be locked to the protruded parts W1 protruded from an inner circumferential surface of the cover bearing frame W of the manhole cover, and raised for extracting the cover bearing frame W. A rotary mechanism 6 is provided to make the pull-up pawls 3 rotatable around an axial center X of the cover bearing frame W.
