PROBLEM TO BE SOLVED: To provide a rotational frequency restraining device for a monument equipped with a rotating body horizontally rotating by wind power while supported by a supporting column vertically fixed, especially the rotational frequency restraining device capable of automatically restraining a rotational frequency excessively enlarged at strong wind to a predetermined rotational frequency without an instruction from a monitoring person, and automatically adjusting the rotational frequency excessively reduced at weak wind to be in the range of the predetermined rotational frequency. SOLUTION: A weight 15 additionally provided with the rotating body 9 and movably guided in the radial direction together with the rotating body 9 while rotating, and an energizing means 17 for energizing restoring force in balance with centrifugal force of the weight to the weight are provided inside the rotating body. The weight is moved to a position wherein the centrifugal force is in balance with the restoring force. Thus, the inertia moment of the rotating body is varied and variation of the rotational frequency is restrained.
