The drawn up data are stored in a management server 5; a progress table of construction is drawn up (S4) and stored in the management server 5 by the device 2 at a construction company, on the basis of the daily report and the photograph of construction in the management server 5. A decision for testing is drawn up (S5) and stored in the management server 5 by the device 4 at a deciding agent, on the basis of the test data in the management server 5. A settlement is carried out by the device 3, with respect to a proprietor for the construction company and the deciding agent, on the basis of the progress table data and the decision data of test in the management server 5 (S6).
