Summary:PROBLEM TO BE SOLVED: To provide a chemical which simultaneously produces hydrogen peroxide and hypohalide ions and is particularly suitable for seawater treatment. SOLUTION: In the electrolytic cell in which an anode chamber for holding an insoluble anode which can oxidize halide ions and a cathode chamber for holding a gas diffusion cathode which can oxidize an oxygen-containing gas to produce hydrogen peroxide are devided with at least one membrane, electrolysis is performed by feeding halide ion-containing water to the anode chamber and an electrolytic solution to the cathode chamber. In this way, a hypohalide is produced in the anode chamber, and hydrogen peroxide is produced in the cathode chamber, respectively. By suitably setting electrode substances and electrolytic conditions, hydrogen peroxide and the hypohalide are simultaneously produced differently from the conventional case so that the cost of electric power and the cost incidental thereto can remarkably be reduced.
