PROBLEM TO BE SOLVED: To heighten the efficiency of business by easily executing a series of process creation of a bill for payment asked for purchasing of a product and its subsequent maintenance services to confirmation of following payment to the bill. SOLUTION: A center receives bill data on the bill for payment asked for a customer who purchases the apparatus and its peripheral device from a terminal of a sales store. According to the bill data, bill management information for managing the bill data is generated. The center holds one or more types of bill formats for regulating the layout of the bill issued to the customer, the bill data and a bill data base for managing the bill management information. The terminal of the sales store inputs bill data for creating the bill to the customer, and receives the bill management information and bill format corresponding to the input bill data from a server. According to the input bill data, the received bill management information and the bill format, the bill is created.
