PROBLEM TO BE SOLVED: To reduce inrush power by utilizing the heater capacity of a PTC heater as much as possible in the control method of an electric floor-heating apparatus using the PTC heater. SOLUTION: In the control method of the electric floor-heating apparatus using the PTC having PTC characteristics, the PTC heater is divided into pluralities of heater blocks, a circuit for supplying power to it is divided correspondingly, the order of priority of conduction to each circuit is determined, a heater temperature sensor for detecting the temperature of the heater blocks is mounted to the divided heater blocks for each block, a temperature for beginning to make stable the current value of each heater block at a low value or a temperature for having stabilized the current value at a low value is detected, and the conduction to the next circuit is turned on by a signal for detecting the temperature for beginning to make stable the current value of the heater block at a low value or the temperature for having stabilized the current value at a low value.
