Summary:PROBLEM TO BE SOLVED: To solve the problem where phase rotation is generated in a received signal which is caused by frequency offset, fading, etc., when a digital phase modulation signal or a digital amplitude phase modulation signal is received. SOLUTION: A reference signal forming means 115 forms a reference signal 116 for forming a symbol identification timing by using correspondence between a phase information obtained by demodulating a received signal and a suitable region which is previously set on a phase plane. A preamble receiving timing detecting means 118 forms a preamble receiving timing information signal 119 for informing preamble receiving timing by detecting a preamble signal from received data. By using the means 115, the means 118, the signal 116 and the signal 119, a symbol identification timing signal 114 for showing the most suitable symbol identification timing is formed.
