Summary:PROBLEM TO BE SOLVED: To realize efficient paging control to an object of a communication system resulting in integrating communication systems and providing one communication service. SOLUTION: In the case of transmitting an outgoing signal addressed to a terminal 6, a gateway 2 requests communication systems 3-5 to transmit paging signals S1-S3 addressed to the terminal. The terminal 6 receives a paging signal sent from the communication systems 3-5 and selects a communication system (communication system A) whose communication cost is lowest on the basis of the communication cost information included in the paging signals S1-S3. The terminal 6 makes a connection request to the selected communication system A. As a result, the outgoing signal is transmitted to the terminal 6 via the communication system A.
