Summary:PROBLEM TO BE SOLVED: To provide a circuit device whose outputs can be made multiple and whose cost can be reduced by the reduction the number of flip-flop circuits constituting a shift register, the reduction of transistor scale of a control circuit, the reduction of a wiring area or the like in a semiconductor circuit device for driving a panel. SOLUTION: In this circuit device, the area of an LSI(large scale integrated circuit) can be reduced by making the number of flip-flops to roughly half of the number of outputs by constituting the shift register into two-output system with one flip-flop and by reducing the circuit scale of the control circuit by constituting the selection circuit of data to be fetched to a latch circuit with a switching circuit which is constituted of an input-output circuit composed of two tri-state inverters and a transfer gate.
