PROBLEM TO BE SOLVED: To provide a ticket issuing terminal, a reception server, a method for issuing certificates, etc., capable of issuing bills fast and efficiently by providing safety techniques for preventing illegality when issuing the certificates. SOLUTION: An agent terminal 1 obtains a certificate number from the reception server, generates contract data including the certificate number and showing contracting contents, generates bill data including the contract data, format data of a corresponding insurance company and shadow data of the official seal of a company and prints an insurance certificate. Furthermore, the terminal 1 transmits summary sheet data obtained by totaling the number of contracts, premiums, etc., by each prescribed period, to the server 3 together with un-transmitted contract data stored in a storing part. When there is contract data in an un-transmitted state longer than a prescribed period, the terminal 1 outputs an alarm.
