PROBLEM TO BE SOLVED: To provide a workflow management system of new constitution which makes it possible to circulate electronic documents flexibly in organization units. SOLUTION: This workflow management system has a means which receives contents information of an electronic document sent to a specific organization and containing information of a circulation organization route and stores it in the organization information database of a specific organization among organization information databases provided by organizations in specific units and allowing persons belonging to the organizations to access, a means which sends electronic mail urging access to the electronic document stored in the organization information database of the specific organization according to the circulation route of the electronic document in the specific organization set by the specific organization, and a means which sends the contents information of the electronic document to the organization information database of a next circulation organization according to the information of the circulation organization route included in the contents information of the electronic document in the case of obtaining approval according to the circulation route information of the electronic document in the specific organization.
