Summary:PROBLEM TO BE SOLVED: To provide a manufacturing method of a discharge inhibiting film using paste. SOLUTION: The discharge inhibiting film 21 is formed on an area which corresponds to a space between adjoining electrode pair X, Y on a surface of a cathode film 11 of a front panel 51F1. The discharge inhibiting film 21 is formed by a forming method using paste of a printing method or the like. The paste is made by mixing and tempering, for example, (a) powder of a discharge inhibiting material, such as TiO2 or Al2O3 (b) glass powder, such as pbO, (c) resin such as ethyl cellulose, and (d) organic solvents such as terpineol. At this time, each powder material has an average grain size of a magnitude of grain of 1 μm or less. For example, weight ratio of the main material (the discharge inhibiting material is included) in the paste is adjusted to 3 to 50%, and a weight ratio of the resin and the solvent is adjusted to 97 to 50% respectively, and a viscosity of the paste is adjusted, for example, to 30 to 100 Pa.s. Printing, drying, and baking of the paste obtain the discharge inhibiting film 21.
