Summary:PROBLEM TO BE SOLVED: To obtain a safety-secured high-strength solidified body by decomposing dioxins contained in combustion ash, or the like, stabilizing toxic heavy metals and promoting the solidifying at the same time. SOLUTION: A CaO material and/or a silica material are added to the combustion ash, or the like, to adjust the alkalinity of the combustion ash, or the like, to 0.75-2.2 and a nitrate and/or a metallic powder are further added to the combustion ash, or the like, for decomposing dioxins, which is then heat- treated at 200-450 deg.C while agitating. The heat-treated material is kneaded with water, which is then aged in steam of 10-95 deg.C.
