Summary: | PROBLEM TO BE SOLVED: To provide a communication system in which a plurality of terminals communicate with a base station or a connection station, and a management unit determines allocation of resources to a call from the each terminal to the connection station. SOLUTION: At least some terminals include a plurality of connections, and a call is performed by a cell or a packet. In the each connection, the allocation of the resource is determined cell-by-cell or packet-by-packet. The management unit assigns the communication resource to the each terminal according to the total number of the cell or the packet waiting at the each terminal, and a weighting factor assigned to each terminal. The allocation of the resource by the management unit is independent of the number of the connections of each terminal. The each terminal assigns the resource to the each connection according to all the resources assigned to the terminal by the management unit and the weighting factor assigned to the each connection of the terminal. |
