Summary:PROBLEM TO BE SOLVED: To provide a water quality controlling device for sewage treatment plant which enables keeping various items of water quality in the sewage treatment plant excellently at all times without using discontinuous and low precision sensors. SOLUTION: The prescribed quantities of state (water quantity and water quality, etc.), in the sewage treatment plant 50 are measured by sensors which enables performing continuous and high precision measurement such as flow meters 80-84, a UV meter 85 and a DO meter. Further, the value of item of water quality (NH4 value in the treated water) which is difficult in measurement within a prescribed measuring period is measured by using a simulation model of water quality such as ASM 2 in simulator sensor 90 in accordance with the measured values. Thereafter, valve opening of a stop valve 58 is controlled in such a manner that DO value is made constant in accordance with the outputted value (NH4 value of the treated water) which is outputted from the simulator sensor 90 by a DO control target value calculating part 94, a DO control part 95 and a gas volume control part 96.
