Summary:PROBLEM TO BE SOLVED: To form a building having earthquake-resistance, fire-resistance and wind-endurance. SOLUTION: In the inner area of a panel, in a substantially plane of a framework, there are provided an enforcing means for enforcing at least one of framework members, and a first solidifying placing material which is a first solidifying placing material cast in the inside area of the framework between the framework members and in the periphery of the enforcing means, and the load imposed on the solidifying placing material is transmitted to the framework members by the enforcing means.
