Summary:PROBLEM TO BE SOLVED: To drive a drilling apparatus without any parallel link mechanism and to reduce the size of a cutter driving device in a shield machine for constructing a shield tunnel of an optional shape. SOLUTION: A single supporting shaft 15 supporting a cutter head 4 is arranged in a driving shaft 13 freely rotationally and eccentrically. In addition, a rotation angle of the supporting shaft 15 is adjusted so that the cutter head 4 can be held in an initial attitude.
