SOLUTION: This bell device has a bell part 20 formed with a penetration hole for a shaft 11, disposed on a pedestal part 10; an inner lid part 30 covering the bell part 20, formed with an opening part 31 in a front part; and an outer lid part 40 covering the inner lid part 30, formed with an opening part 41, and capable of freely rotating around the shaft 11 such that the outer lid part 40 forms a communication hole when the opening part 41 is aligned with the opening part 31 of the inner lid part 30 and forms a closed space when the opening part 41 isn't aligned with the opening part 31.
