Summary:PROBLEM TO BE SOLVED: To prevent air from entering an interface between a core material and a resin sheet even when holes for fixing a binding fitment are opened by covering both face sides of the core material with the resin sheets. SOLUTION: A cover 11 is constituted of the core material 13 and the resin sheet 14 wrapping both face sides of the core material 13. The resin sheet 14 is welded on the peripheral edge side of the core material 13 and the interior of the resin sheet 14 is maintained in an almost vacuum state. A fixing hole 15 is opened inside the face of the cover 11 and the resin sheet part 14 on the inner peripheral edge of the fixing hole 15 is welded.
