Summary:PROBLEM TO BE SOLVED: To assign a network device of a cellular communication system to a different user assigned to a specific cell and to increase the capacity of the communication system without deteriorating the quality of communication served to users of the system thereby. SOLUTION: A signal of a user is received and the strength of the signal is determined. The user is assigned to a 1st type or a 2nd type of a network user based on an upper or lower threshold of the signal of the user. A network provider defines the threshold. When the signal strength is lower than a 2nd threshold, the user is handed off to other network device of an adjacent cell. Thus, the communication system can increase the capacity while maintaining the quality permissible of communication to the user.
