Summary:PROBLEM TO BE SOLVED: To provide a system and a method for cipher authentication in which deciphering of a ciphered sentence is made difficult even though the sentence is available. SOLUTION: A ciphering means generates a ciphered sentence by operating on a plain sentence by a ciphering function in which a ciphering key is used as an argument. A deciphering means operates on the ciphering sentence by a deciphering function in which a deciphering key is used as an argument to reproduce the plain sentence. Let a first sentence be x1, the ciphering key be key1, the deciphering key be key2, the ciphering function be encrypt and the deciphering function be decrypt. Then the ciphering and deciphering functions satisfy a condition y1 = encrypt(decrypt (y1, key), key1) for a second sentence y1 where y1 = encrypt(x1, key1), and moreover, one or more key keys which meet a condition key ≠ key2 exist.
