Summary:PROBLEM TO BE SOLVED: To reduce running cost and to form a color image excellent in color balance by exposing and recovering color toner on a photoreceptor which does not contribute to image forming and then exposing color toner which contributes to image forming. SOLUTION: The color toner at a non-image part whose electrostatic attractive force to be attracted to the photoreceptor 17 is lowered is peeled from the photoreceptor 17 by a toner recovery device 23. The device 23 attracts the color toner whose electrostatic attractive force is lowered on a dielectric roller 24 and scrapes the color toner adhering to the roller by using a blade 25. The recovered color toner 26 is carried to the developer storage part 2 of a toner applying device 1 through a toner carrying pipe 27. Then, the color toner at an image part remaining on the photoreceptor 17 is exposed. The color toner on the photoreceptor 17 is transferred to image forming paper 19 as recording material by a transfer device 11. The color toner recovered by the device 23 and a cleaner 29 is shifted to the storage part 2 through the toner carrying pipes 21 and 40 and used again.
