PROBLEM TO BE SOLVED: To provide data transmission at a high transmission rate with high reliability. SOLUTION: A transmission section of a transmission terminal 101 transmits data addressed to a receiver side terminal to a gateway transmitter 121. A reception section of the gateway transmitter 121 receives the data addressed to the receiver side terminal, a selection section selects any of a plurality of communication channels, and the transmission section transmits the data addressed to the receiver side terminal to a gateway receiver 171. The selection section selects a channel by taking a transmission data amount, a consumed amount of a transmission buffer corresponding to the communication channel, a channel transmission rate for an access block, and a transmission delay time that is measured in advance and stored into account. A reception section of the gateway receiver 171 receives the data addressed to the receiver side terminal and a transmission section transmits the data addressed to the receiver side terminal to a receiver side terminal 161. In the case that the sequence of the data addressed to the receiver side terminal should be considered, the transmission section temporarily interrupts the transmission of the data addressed to the receiver side terminal as required and arranges the sequence of the data. A reception section of the receiver side terminal 161 receives the data addressed to the receiver side terminal.
