Summary:PROBLEM TO BE SOLVED: To dispose a signal-observing electrode automatically, without affecting chip size by applying wiring names presumed from circuit connection information to all wirings of equal potential and searching all wirings of equal potential for wiring of an uppermost layer. SOLUTION: A data collating means 112 is made to correspond to wiring and a circuit cell recorded in a circuit connection information 141. A wiring name applying means 113 applies a wiring name inferred from circuit diagram information 141 to each node of disposition wiring information. An uppermost layer wiring searching means 114 searches all wirings of equal potential to which the wiring name is applied, for an uppermost layer wiring, since the uppermost layer wiring can be used as a signal-observing electrode if it exists. If the uppermost layer wiring exists, the wiring name thereof and uppermost layer wiring information on a coordinate, indicating a wiring position on a chip are outputted to an output device 130. If it does not exist, a wiring changing means 115 is executed.
