Summary:PROBLEM TO BE SOLVED: To improve the reduction effect of an earthquake response by separating an external frame and an internal frame extending over a plurality of floors on the lower layer floor of a structure, separating the internal frame and a foundation section and installing a damping device between both the internal frame and the foundation section. SOLUTION: Outer peripheral frames 2, 2 such as columns and internal frames such as slabs 3... are separated extending over a plurality of floor sections on the lower layer floor A of the structure 1. The axial rigidity of the external frame 2 is maintained, and made to resist the overturning moment of the whole structure 1. Internal frames such as internal columns 5, 5 and a foundation section 4 are separated, and damping devices 8 are mounted among both the internal frames and the foundation section 4. Accordingly, horizontal rigidity is reduced on the lower layer floor A of the structure 1 and a period is lengthened while horizontal deformation collected on the lower layer floor A is collected and damped by the damping device 8. Thus, the reduction effect of an earthquake response can be increased.
