Summary:PROBLEM TO BE SOLVED: To produce a fluorescent luminous paper capable of emitting fluorescence in the unconventional form of a starry sky or a nebula. SOLUTION: A water-soluble polymer used for papermaking is dispersed in water, heated and dissolved and a fluorescent substance and a filler are then added thereto. The resultant mixture is stirred while adding a flocculant to afford flocculated particles containing the fluorescent substance. The flocculated particles together with water are then made to flow down into a stock or/and a wet web on a wire to form a sheet of fluorescent luminous paper.
