PROBLEM TO BE SOLVED: To precisely detect a prepit signal position even though it is in an already recorded region or during a recording while information is recorded on a recording medium, on which prepits are formed with a prescribed interval in the region between information recording tracks, and a recording position control is conducted by the prepit signals detected from the prepits. SOLUTION: An encoder 12 and others record recorded information, to which synchronization information is inserted in order to synchronize for every prescribed information unit, onto a recording medium 1 that has prepits formed in the region between information recording tracks with a prescribed interval. During the recording, synchronization information is generated so that a synchronization pattern becomes a space, the synchronization information is inserted, the modulation code, in which recorded information is modulated in accordance with a prescribed modulation rule, is converted into a recording pulse train and a recording position control is conducted based on the signals that detect prepit positions.
