SOLUTION: This mechanical seal s used in a supply system of water to which a volatile substance process is applied like supply water to a boiler in a thermal power station, so as to use volatile substance processed water in a seal liquid, a seal liquid circulating part S for this seal liquid is provided, an oxygen supply means 22 is provided in this seal liquid circulating part, and oxygen is supplied to the seal liquid by this oxygen supply means, so as to provide a condition of the seal liquid dominantly generating hematite.
