Summary:PROBLEM TO BE SOLVED: To obtain a cement composition capable of increasing the amount of sewage sludge used without causing prolongation of setting time of cement and reduction in initial strength. SOLUTION: This Portland cement clinker is produced by using a raw material which comprises a sewage sludge and a sulfur-containing material and is adjusted to have >=0.5 weight ratio of (SO3 amount from sulfur-containing material)/(P2O5 amount from sewage sludge) or comprises the sewage sludge and a calcium-containing material, a calcium silicate-based mineral and is adjusted to have >=0.6 weight ratio of (CaO amount from calcium-containing material)/(P2O5 amount from sewage sludge).
