After the installation of the pressure construction 12 piled on the form cloth 18, the turnable piece 18a of the turnable form cloth is adhered and fixed to the circumferential surface of the pressure construction with beam holding frames 44 and outside holding frames 46, and a space between the lower surface of the pressure construction and the form cloth 18 is filled with cement milk (grout) 16 to repair an unevenness part under the pressure construction.
